A Chinese citizen’s declaration to forsake citizenship

Declaration to voluntarily forsake my PRC citizenship

I, male, Zhao Fengsheng by name, was born at Fengmuping, Fengmo village, Mozhukou Town, Jianghua County in the Yao Minority Autonomy in the City of Yongzhou of Hunan province, People’s Republic of China (PRC), on 15 January, 1977 (28th day of the 11th Month, 1976 in the Chinese Lunar calendar).

I declare that I am willing to forsake my PRC citizenship, which I acquired by birthright, that I deem myself no longer a PRC citizen, after years of fruitless struggle to seek the protection of basic political rights from the Constitution of the PRC as well as to pursue the provision of social security from the Government. My failure simply demonstrates that the Constitution is nothing more than pieces of waste paper and the PRC Government a heap of rubbish. In addition, I would like to explain some parts contained within the declaration:

1. I have taken this course of action, namely, to give up my PRC citizenship and refuse to be counted as a PRC citizen, entirely of my own free will, under no external influence from any people or organisation at home and abroad. 

2. In a state of being a non-citizen of the PRC while being obliged to live within the boundary of this country, I understand myself to be an illegal individual struggling to survive here. I take for granted and accept the hostility towards me arising from the entrenched institution of this country as a result of my action and therefore the difficulties I am facing in all aspects of life, such as accommodation, employment and managing a business. I would brush aside the illegitimate charges against me by the authorities as political persecution consistent with the nature of the regime. I would no longer propose any defence against such charges and once the political persecution becomes factual, I deem my declaration accepted by the PRC Government.

3. I assert my innocence against any charge against me, including subversion or instigation to overthrow the regime. Since the PRC is no longer my country, it is meaningless for me to commit the above offences, which serves no one’s interest. As long as the regime minds its own business and I do mine, there is no complaint to make.

4. I have been, am and will be extremely grateful to individual government agents for their practical assistance to me in the past, at present and in the future. However I entertain no more illusion about the spirit of humanitarianism that I once hoped this government might exhibit. I will be content with no official interference while letting matters run their natural course during my life.

5. I acknowledge that I belong to the human race, that I am a member of the Chinese race and a citizen of the Republic of China (ROC)(Taiwan) currently trapped in enemy-occupied area. Therefore Mr Ma Yingjiu, President of the Republic of China (ROC) and his successors, are leaders of my country. I completely understand the difficulties, including geological obstacles, that prevent President Ma and the ROC Government from delivering me from misery. I have no complaints about Mr Ma, but wish that he makes good progress in work and hope that the people of ROC are happy and prosperous.

6. I sincerely apology for the inconvenience caused to my readers due to the use of traditional Chinese characters in all my writings, which is my effort to keep my style compatible with the custom of the ROC that I consider to be my own country.

7. This declaration will take effect when it is publicized or on, September 30, 2009. This declaration is a commitment that I will never renege, because breaking it means to deceive the public. As any verbal statement accounts little, I therefore make this written statement as a declaration with legal force.
